Sent Away
The child, the trip and the first account of progress. Steven opens the binder today and asks how a route home acquired conditions.
A DOCUMENTARY IN DEVELOPMENT
Tranquility Bay
Steven’s Story
He was living one story.
The outside world was recording another.

TWO VIEWS FROM THE PHOTOGRAPHIC RECORD
THE EXTERIOR
OBSERVATION PLACEMENT
Steven identifies this supplied photograph as depicting Observation Placement (OP). It shows people lying face down on a tiled floor.
Content note: this image may be distressing. Its exact date, photographer and the identities of the people shown remain unconfirmed. The two photographs are not presented as having been taken on the same day.
01 / THE STORY
At thirteen, Steven Ortmann was sent to Tranquility Bay in Jamaica.
More than two decades later, he reopens the letters and records he kept. The film places his experience inside beside the reporting, disputes and scrutiny developing outside at the same time.
His own pages give the inquiry its shape. A date, a phrase or a progress report opens a question he can pursue today. The record is allowed to complicate his memory.
591 Days is a working title. The supplied dates, January 7, 2002–August 20, 2003, total 591 days inclusive. Departure records are still being sought.
02 / THE PERSONAL ARCHIVE
AUGUST 4, 2002
The letter anticipates a program change the next day. Its hope and uncertainty remain on the page. Steven can now explain what those words mean to him.
Selected pages have received close review. The full collection is not yet authenticated. Pages include reverses and continuations.
THE PHOTOGRAPHIC ARCHIVE
Original photographs and album pages from Steven’s supplied collection. Open an image to see the complete frame.
Exact dates, photographers and reuse permissions remain under review. People shown are not identified or represented as participants in the proposed film.
Coastal view of the buildings supplied for the Tranquility Bay collection.
Two printed photographs on an original album page. Names and dates have not been assigned.
People gathered around basins in a courtyard. The image records a moment; the circumstances require context.
An original album photograph of two people standing together in a corridor.
White buildings and a flagpole around the courtyard.
A group portrait from the supplied collection. No individual is identified here.
A second view across the paved courtyard.
A group photograph retained on an album page.
A close view of a building balcony and its railings.
Two photographs preserved together in the personal album.
An exterior view of the buildings through the surrounding foliage.
People beside a table of prepared plates. The image alone does not establish general meal conditions.
A building photograph mounted beneath a handwritten album label.
A supplied interior photograph. Black bars over the eyes were already present in the source image.
03 / THE PROPOSED FILM
3 × 45–55 minute episodes · A 90–110 minute feature alternative
The child, the trip and the first account of progress. Steven opens the binder today and asks how a route home acquired conditions.
Letters, calls and a publication under his name. The record of progress meets the memory of survival.
Outside scrutiny, the search for underlying records, departure and the adult deciding what to share.
THE VISUAL STORYBOARD
Twelve proposed chapters across the three-part film. Open a frame to explore how the scene would work.
Original archive images are visual references. Present-day scenes are proposals, not completed footage.
01Steven decides which page to open and what he is ready to discuss.
Proposed present-day scene: Steven opens the binder. No present-day footage has been filmed.
interview
Earlier separations provide context, with room for different family memories.
The chapter begins with Steven’s recollection and the search for earlier family material. No image is offered as a record of those earlier years.
03His understanding of the journey sits beside the early family record.
The coastal image establishes the setting. It is not a photograph of Steven’s journey or arrival.
document sequence
A letter describes how progress reached the adults at home.
The January 2002 family correspondence provides the starting point. The production would film the actual pages.
05August 2002 writing anticipates a change in the program.
The original wording anchors this sequence. Anticipation of change does not prove when or how it occurred.
06Letters and recollection ask what could be communicated, and through whom.
An album page supplies personal context. The photographs do not independently establish the conditions of calls or letters.
source examination
An April 2003 article becomes a question for the adult reading it now.
Use the actual issue of The Source Online. Steven’s authorship credit and any particular editorial changes are separate questions.
outside-record sequence
Events at a separate affiliated facility widen the frame without becoming Steven’s own story.
Dundee Ranch is a separate facility in Costa Rica. Its images and events must not be presented as Tranquility Bay.
09Contemporary reporting meets the search for the underlying official records.
This building image provides setting only. Reporting and official records will retain their individual sources and dates.
present-day inquiry
The inquiry follows specific roles, receipts and responses.
Records requests, interviews and responses would be filmed as they occur. No finding or response is invented in advance.
11The departure chronology and the next years resist a simple ending.
The album is a visual bridge to memory, not evidence of a departure date. Travel and discharge records remain a research target.
present-day closing
Steven decides what to share, what remains disputed and what stays private.
The ending remains open to the investigation and Steven’s decisions. No historical dialogue or resolution is supplied.
EARLY AI-GENERATED VISUAL EXPLORATION
This earlier board explores the documentary and memoir visually. Its people, scenes, document snippets, headlines and attributed quotations are illustrative—not authenticated archive material or verified quotations. The twelve chapters above reflect the current proposed film.

Personal pages and public records keep their own dates and limits. Separate sources are placed in conversation.
Steven’s working arrival date is January 7. Early family letters discuss levels and weekly updates.
P02–P03 · Personal chronologyLetters dated August 1 and 4 look ahead to a change. Implementation remains a research question.
P04–P05 · Personal chronologyAn advancement request and a later family letter provide separate points in the level chronology.
P10–P11 · Personal chronologyThe Source Online publishes “Missed Opportunities of 2002” under Steven’s name.
S01 · Outside recordA procedural legal ruling, a crisis at Dundee Ranch and contemporary journalism offer distinct outside sources.
S04–S07 · Outside recordAugust 20 produces 591 inclusive days. An alternative account gives August 28; original records are sought.
P09 · Personal chronologyApril 2003: The Source Online, p19. Editorial changes were permitted; no alteration of Steven’s particular article has been established.
The May 2, 2003 WWASPS v. PURE ruling is procedural, not a finding of fraud. The May 20 Dundee Ranch intervention concerns a different facility. June publication dates do not establish exact visit dates.
The linked Cayman designation is a 2004 notice. An August 25, 2003 advocacy compilation and an August 27/28 manual follow the working departure date. The development register preserves these distinctions and source locators.
05 / THE APPROACH
The proposed opening is an act of choice: Steven selects a letter, reads it and tells us what he hears now.
Original photographs and documents anchor the visual language. Present-day filming follows the work of remembering, checking and deciding. No historical dialogue or dramatic outcome is supplied in advance.
A companion memoir outline gives more room to the years before and after Jamaica. It remains an optional development path, with its own decisions about what Steven wants to share.
Proposed scenes have not been filmed. Sensitive family material and private witness leads are held separately from these review materials.
